Meeting Minutes September 14, 2010  Approved November 9, 2010

Meeting started at 7:26 PM

 

Voted to approve Meeting Minutes from May 11, 2010 and June 8, 2010

 

26 Oak Hill Drive

Group discussed moving forward with continuing assessment of this parcel.  Jane Desberg reported that Peter O’Cain, Town engineer, informed her that this parcel contained 9 buildable acres.  This parcel is located in Zone A requiring 40,000 square feet minimum for single family dwelling.  The group discussed different options, including CSD, and LIP. The question was raised as to why Mr. O’Cain suggested only 4 homes could potentially be built as of right if there were in fact 9 buildable acres. The group decided to ask Peter to proceed with perk tests – perhaps one perk per buildable acre.  Jane will follow up with Peter.

 

Business District A- Zoning Bylaw Changes 

The proposed zoning change was discussed as it relates to affordable housing.  The group agreed that the changes appear to be merely a version of Inclusionary Zoning.  Jane Desberg has been in touch with the Planning Board to request that several changes be made to the Draft. These include adding language that all affordable units created be kept affordable in perpetuity; clarification that any alternate off-site development of affordable units be approved by the SHP; and that reference to local preference be included. 

The Planning Board will hold a hearing on this proposed zoning change on XXX September, 2010.

 

Question #2 Repeal of Chapter 40B

Several group members expressed that they felt that 40B would be repealed due to the general “anti-government” climate.  The group discussed the fact that the SHP would have little purpose going forward if this repeal passed. Jane Desberg suggested that the SHP might take this opportunity to present something in the Advocate in support of 40B.  Mary Tobin volunteered to draft a letter- outlining the pros and cons of 40B and urging voters to look at the bigger picture- that without this legislation there is no incentive for the creation of affordable housing. 

 

Old Business

Mary Tobin will contact Norma Fitzgerald regarding getting on the Council on Aging Meeting agenda to discuss working together with COA on housing goals for seniors.
